Bengal BJP presents its ‘Charge-sheet’ against the Mamata government on its 2nd anniversary

The West Bengal BJP presented its ‘Chargesheet’ against the state government on its 2nd anniversary. Briefing the members of the print & electronic media over it at the party’s State Headquarters on 22/5/13 State President Sri Rahul Sinha accused the state government of failing the people’s mandate on several fronts. Sri Sinha charged the ruling TMC government of gross corruption, failing to maintain law & order, mis-governance, failing to utilize central funds on development schemes and being vindictive against opposition parties & its carders very much in line with the style of the erstwhile CPM government.

On corruption the BJP highlighted the ‘Trident’ & the ‘Chitfund’ scams. Rahul Sinha claimed that barring the BJP all other political parties of all colours and shades are privy to the loot of the Chit-fund companies and their corrupt practices. He expressed surprise at the reluctance of the state to hand over the investigations to the CBI. He also reminded all that it was the BJP and the BJP alone that has been warning the government of this impending loot being orchestrated in Bengal in the name of these chitfunds. Even last year while presenting the chargesheet on the 1st anniversary of the TMC government the BJP drew the attention of all concerned towards these Chitfund loot and even mentioning the ‘Saradha Group’ in particular.

Earlier a committee was appointed under the chairmanship of ex-State President and National Executive member Prof. Tathagata Roy to prepare this ‘Chargesheet’.

The nine point question that the BJP posed to Mamata are:

1. Using the police and the administration in a partisan manner to help the ruling party and victimize the opposition activists very much in line with the erstwhile left government.
2. In-spite of declaring its intent to announce a ‘Industrial policy’ nothing has come so far.
3. ‘Bengal Leads’ investors’ meet has been a huge failure and only ended up draining the constrained state coffers further.
4. No concrete step has been initiated for fighting unemployment.
5. Nakedly perusing minority appeasement.
6. The state government being hand-in-gloves with the ‘Chit-fund’ companies.
7. Attempting to shield the culprits of the ‘Chit-fund’ scam.
8. The fact that scamster Sudipta Sen purchased the CM’s painting (CM being a amateur painter) for 1.86 crore, proves that its an attempt to buy over the CM.
9. The CM’s claim that she knew nothing of the ‘Chit-fund’ mess before April 15 is a fallacy.

Though like a responsible opposition and in truly statesman like Sri Rahul Sinha complimented the state government for restoring peace to the maoist affected ‘Jangalmahal’ and partially solving the ‘Darjeeling’ embargo.

WHY DID BJP WITHDRAW FROM THE HOWRAH BYPOLL?

A lot of BJP's well-wishers, both in West Bengal and elsewhere, have wondered on this and regretted this decision of our central leadership. I myself sat in the West Bengal State Election Committee meeting, agreed on Ashim Ghosh's name and thereafter left for the North-east on some professional assignments. On my way back, somewhere near Guwahati airport, I received this bombshell, which left me depressed right through till Wednesday afternoon. On Wednesday afternoon I met our President Rahul Sinha and our co-Central Observer Siddharth Nath Singh and had long interactions with them.
Siddharth made it clear that there was no question of holding out an olive branch to Trinamool. In fact (though Siddharth himself didn't say it) Mamata has her tongue hanging out so far for Muslim votes (as evidenced by her stipends to Imams and Muezzins, Muslim reservation, her offering Namaz and wearing Hijab, and saying Inshallah, etc.) that even an olive FOREST, not to speak of a branch, could not draw her into a PRE-POLL alliance with BJP. What she will do POST-POLL will depend ENTIRELY on numbers in the new Lok Sabha, and not one bit on who held out how many olive branches before polls. If she does badly in the Panchayat polls, she might again ally with the Congress PRE-POLL, but never with BJP. One must realize that she is a COMPLETELY self-centred person and doesn't give a damn about niceties or returning favours.
Then why did the central leadership ask us to withdraw? The principal reason, as Siddharth explained, is that BJP is seeking the Prime minister's resignation and polls in November, and running for elections now would be inconsistent with such a stand. A secondary but important reason is the resources position. West Bengal BJP is cash-starved, and has important commitments. The central BJP also is not exactly swimming in money -- unlike the Congress or even the CPI(M) and Trinamool. In such circumstances running for a Lok Sabha that may not last even six months may be pointless.
Therefore, while fully realizing that our media friends will put a pro-Trinamool spin to this and it may demoralize our party cadres, our central leaders took this stand.
We in the state party will later decide what to tell our supporters as to who to vote for. We may tell them to support an independent, follow their consciences, or not to vote at all.
I still won't say this gets me completely out of my depression. But enough to get up and apply myself to party work with renewed vigour.

BJP Memorandum to Hon'ble Governor

Respected Sir,

You must be aware of the greatest financial scandal which has rocked West Bengal and other adjacent states and where the names of prominent leaders and ministers of ruling party along with leaders & ex-Ministers of CPI (M) and a few Congress leaders have come up. The State Government has alreadily formed an Enquiry Commission headed by ex-Justice Shyamal Kumar Sen, which had started taking stock of the situation ( under the Commission of Inquiry Act, 1952). As preliminary enquiry shows that the depository amount have been siphoned to other states and even to other nations, hence SIT cannot be competent enough to enquire. Hence CBI is the only competent authority to investigate this case properly. We have met Justice Shyamal Kumar Sen at his Commission on 30th April, 2013 and during discussions he also pledged his inability to investigate into such dimension. CBI has also pledged to investigate through their affidavit in Hon’ble Kolkata High Court.

Further more, State Governments of Assam, Bihar, Tripura, who are also affected through this scam has asked for CBI enquiry, then why our Hon’ble Chief Minister, who, when in the opposition bench, often have demanded for CBI, is now not interested in CBI enquiry? Is it because she wishes to hide the truth? Whatever may be the reason, we also have reservations in CBI functioning, but to solve this case and to confiscate the entire empire of Saradha and to pay the investor back from confiscation and auctioneering their properties, CBI is the only solution. Moreover, it is being said that at least Rs.35,000 crores have been invested in Saradha group by poor and lower middle class category and our Chief Minister is trying to raise Rs.150 crore from Tobacco Tax to provide them relief. Is it really a mockery?

In the Parliament 73 illegal chit fund companies were mentioned. But as many as 2,000 big or small illegal money laundering funds are presently in operation in West Bengal. It may also be mentioned that our state is industry-barren and it has a load of more than 1 crore jobless youths. It may be worthwhile to mention that millions of people of varied educational background work in those illegal money laundering funds either as agent or as staff. Hence if we close all money laundering funds without checking their system of work, then a further flood of jobless people would detoriate our law and order situation and a number of people might commit suicide, which has alreadily started. Hence a system should be generated to protect the money of poor and lower middle class people along with protection of thousands of people earning their bread and butter from these companies.

It may also be noted that the State Government is yet to file any case against Saradha or any such illegal money laundering Companies and our Chief Minister is openly saying that these companies are registered under Companies Act and hence the State Government cannot take any action unless a case is registered. We may kindly inform you that AMRI is a registered company and during the AMRI Dhakuria inferno, this Chief Minister has ordered arrests of all the directors of AMRI without any case registration. We, through you, demand immediate arrest of all the Directors and CEOs of Saradha and confiscation of all their properties. The sooner it is done, the better is the chance of recovery.

Hence, it should be worthwhile to use SEBI as a watchdog and to critically investigate the performance of each money laundering fund and to take necessary actions against the law breakers. The reason being, for example, if all the depositors of any nationalized Bank go to collect their deposit in a single day, the Bank will collapse. Similarly, if all the depositors demand their money from any such company, the company directors have no other way but to flee and the investors money will never be recovered.

So it should be the duty of the SEBI and other central Financial agencies along with the State Government to be a watchdog and allow them to work legally so that the depositors can get their money back in right time. We may, at the same time, like to brief you that the same type of monetary scandal happened between 1980 & 2003, i.e. during Left Front regime, through Sanchaita, Sanchayani, Favourite, Overland, all the cases have simply been disappeared without any arrest, without any payment to the investors.

We once again request you to immediately press this government for CBI enquiry.

Tathagata speaks

Yesterday I was a little taken aback at the sight of our Chief Minister. I came back from Delhi late in the evening and got to see the morning papers only then. Look up her picture in http://www.anandabazar.com/archive/1130505/5raj1.html . Does she look quite normal? She further says, "Amake CBI diye chomkaben na". 'Chomkano', as a synonym for 'bhoy dekhano' in Bengali is not quite civilized speech-certainly not expected from a Chief Minister, however much 'matir kachhakachhi' she is.

Attended a very fruitful party seminar in Delhi, which was addressed by leaders such as Advaniji, Dattatreya Hosabale, Shanta Kumar, etc. I spoke on the 'Interaction between Indian Religions and Semitic religions' and emphasized the essential difference between the two sets: that, while the former believes in the motto ‘we’ll mind our business, let them mind theirs’, or 'live and let live', and make no concerted effort to spread or proselytize, Christianity and Islam (not Judaism), by far presently the more dominant Semitic faiths are proselytizing religions to the hilt. They believe in conversion, and also believe that unless a person is converted he cannot be ‘saved’ – presumably from hell-fire. There have been tussles between Islam and Christianity on the one hand and Indian-origin faiths on the other, and some of the tussles have been bloody, and some very very bloody. This is history-absolutely incorrect to pretend that such bloody tussles never happened. However, I emphasized, that it is incorrect to equate the two proselytizing Semitic faiths, paint them with the same brush. This approach may give rise to costly mistakes. The interaction of faiths between Indian-origin faiths and Semitic faiths is required to be studied strictly separately for Islam and Christianity.

The principal differences in approach of Christian and Islamic proselytization, according to my perception, are the following:
(a) Christianity has proselytized mostly by persuasion, which at times has included deceit or money; Islam, mostly by force.
(b) Their attitudes towards women are very different.
(c) Christianity is not something immutable, and changes with time, which is a feature it shares with Indian faiths. Just as Hindus no longer practice suttee (widow-burning), likewise Christians do not burn heretics at the stakes as they did to Joan of Arc. However Islam is not only immutable, but takes pride in being so. The Hadith, or Islamic Traditions, are next only to the Qur’an in terms of sacredness to Muslims, and teach how the Prophet had acted, what he said, and what was done in his presence without his disapproval. Every devout Muslim is required to follow these Traditions. They contain provisions such as stoning to death for adultery – for which the punishment prescribed by the Indian Penal Code is only five years of imprisonment, and that too only for the male in case of adultery with a married woman. Adultery is not a criminal offence in most countries where Christianity is the dominant faith.
(d) Christianity does not imply internationalism, which Islam does (and interestingly, so does Communism). There is no Christian Jahan or Umma, and an Indian Christian, however devout, is not particularly upset by some Christian in some neighbouring country being killed or subjected to some injustice or some church being attacked. As everyone knows, this is not the case with Muslims – all the cases of anti-Hindu pogroms in Pakistan and Bangladesh have started with some real or imagined news about ‘Islam being in danger’ in India.

These are some of the features that have to be remembered while considering interaction. The entire point of my talk was to underscore the facts that (a) We have to live in India in amity among all religions (b) to do that it is necessary to put a stop to proselytization (c) it is incorrect to hide history and pretend everything has been smooth in this interaction and (d) the two Semitic religions will have to be looked at separately.

BJP Leader Shri Tathagata Roy on present situation (chit fund scam) in West Bengal

I was in Delhi for a day for professional work and had a lot of tweeting time on my hands. i made full use of it. The result was that I unearthed a bunch of blind Mamata supporters who kept saying things like 'Jodi keu onnay kore thake Didi nishchoyi take shasti deben'. Can you beat it? This bunch has gone to the extent of deifying Mamata and imagining her to be an all-powerful, all-knowing, all-seeing demigod. When I confronted this bunch with facts they started abusing the BJP in West Bengal. Fair enough-one can do that, but nothing in defence of Mamata. Some others said I was a closet Communist, because according to that person criticising Mamata is equivalent to bringing in the CPI(M). Yet another accused that BJP-ruled states had done nothing to outlaw this kind of cheating, so I had no right to speak. What impeccable logic! Anyway, I thought this one needed answering in detail, so I did it on twitlonger.com. An abridged version of what I wrote is below:
"Does W Bengal have a law against slot machines used in gambling? No,because there are no slot machines in West Bengal. Similarly, most other states, BJP or Congress or third party ruled states do not have laws against Ponzi schemes because such schemes have never been a problem there. But in West Bengal there has been a problem since 'Sanchayita' and 'Overland' of the 1980s. So West. Bengal shd have had a law since Sudipto and others started operating abt 10 yrs back. But CPI(M) didn't enact any law because a lot of their party people were mixed up in it. Eventually they made a law in 2009 and sent it for President's assent, but Sonia's choice President Pratibha Patil was too busy seeing the world at govt expense. Then came Trinamool and they got mixed up with it upto their neck. Kunal Ghosh, Mamata's favourite newsman became its CEO at a salary of Rs 18 Lakhs per month. Mamata's painting was bought by Sudipto at more than Rs 1 Crore. Would a thief like Sudipto spend such money only for his love of the party? The truth is, 'Shototar Protimurti' has been finally exposed. One should not try to obfuscate the issue by bringing in any other party. Her chamchas now say she had no law with which to catch Sudipto -- but did she need any law to arrest Ambikesh or Shiladitya"?

We are getting ready. BJP gears up for greater performance

SPECTACULAR achievement is always preceded by spectacular preparation. Various State Assembly elections and general elections are fast nearing. Recently the Election Commission has announced May 5, 2013 as the date for the Karnataka Assembly elections. Madhya Pradesh, Chattisgarh, Rajasthan and Delhi Assembly elections are going to take place in the month of November, 2013. We are in favour of conducting elections for Jharkhand Assembly during the same period clubbed with other states instead of extending the President’s rule. Sixteenth Lok Sabha elections can take place anytime due to the prevailing political uncertainty.
Congress led UPA-II is sinking and stinking everyday by getting involved in corrupt practices, scams and open public loot. Aam aadmi is terribly annoyed over the misrule of the Congress party. The stress and sufferings of common people is increasing day by day due to unchecked price rise of essential commodities and food inflation.

On the ground level;

BJP is focusing its attention to highlight the painful miseries of underprivileged and poverty stricken people. Karyakartas of BJP echo the public anger by series of agitational programmes.
Thousands of rallies are being organised in different parts of the country from time to time. Jail bharo, Bharat bandh drew the attention of the masses at the grass root level. The same public agony and hardship was expressed by our elected representatives in the various State Assemblies of the country. In total, BJP has 924 Legislative Assembly and Council Members. There are 164 Members of the Parliament, both in the Lok Sabha and Rajya Sabha together. There are 53 Mayors in various city corporations and 95 district panchayat presidents.

Inside Parliament;

BJP has done a valuable role on several issues like the Bill against women harassment, land acquisition, communal violence, FDI in retail sector, miserable migration of the Hindus from Pakistan and Bangladesh, tragedy of Tamils in Sri Lanka, failure of economic policies, inflation, Telengana, brutal killing of Indian Army soldiers by Pakistan, violence in Assam and other places. BJP is raising it’s voice for the causes of farmers, poor, youth, scheduled castes and scheduled tribes. It is continuously fighting for Ganga-Yamuna purification and linking of major rivers for the benefit of village people mainly the farmers.

The strength of BJP;

BJP is making special initiative to reach all sections of the people by taking the message of value based politics. It is enlarging it’s base to bring all sections of our people, with the concept of Sarva Vyapi and Sarva Sparshi. It is evident in the latest membership campaign programme. Membership of BJP, at the national level as on March 15, 2013 has crossed 3 crore, 12 lakh, 24 thousand and one hundred and seven. BJP has good organisational functioning in all the 35 states and 633 districts. Out of 8,30,866 polling booths in the whole country, BJP has got booth level functioning committees in 6,82.069 polling booths. At present BJP is ruling in five states and with coalition partners two states are governed by BJP.

There are only 370 days left for the coming 16th Lok Sabha elections and even lesser time left for different State Assembly elections. BJP is preparing itself to go to people with policies and programmes of the party. Karyakartas of BJP are going to personally contact lakhs and lakhs of people through this Maha Abhyan, mass contact programme. They intend to inform the people about the wrong economic policies and the corrupt practices of the Congress rule.

Karyakartas;

The new team of the BJP at the all India level has taken up the work. Ideological conviction, discipline, organisational skills, reaching all sections of people specially lower strata of society, encouraging good people with talents, motivating the younger generation, clarity of vision, innovation, effective communication, democratic style of functioning etc. are some of the qualities that needs to be cultivated for successful functioning of the party. There are huge number of karyakartas committed to serve the party for their entire life.

The way forward;

Thoughts expressed recently by prominent leaders of the BJP are very important for the electoral victory of the party. In one of the recently concluded all India meet, Smt. Sushma Swaraj said, “We have a good number of capable people in our party and they have legitimate political ambitions. But there are only limited number of seats and we can give the ticket to only one person in a seat. So those who do not get the ticket to contest, must remember that they also should work hard with the party candidate and win the elections. Once the BJP forms the government and then there will be many posts to offer those who could not contest. The active participation of every one will make BJP to come to office and for that each member, specially the youth, should visit maximum villages and meet people and maintain regular personal contact. Unity of mind at every level and active participation of all is the need of the hour.”

BJP chief Rajnath Singh, said that party members, including himself, should resist from speaking about their grievances to the media. BJP should rebuild it’s image as the most disciplined party. LK Advani is repeatedly telling that there should be zero tolerance to corruption. Arun Jaitley often says that the institution of an effective Lokpal and an autonomous and accountable CBI are important institution to check corruption and the BJP stands committed for the same. ‘Nation first, Party next and Self last’ is a slogan given and practiced by Nitin Gadkari. In another context, Narendra Modi said that his idea of secularism is India First. Nothing less than India’s wellbeing should be our goal.

Positive support from many sections of people;
Success always comes when thorough preparation meets opportunity. There are some positive indications from some of the regional players. In the recent times different political party chiefs have expressed their opinions in favour of BJP. Sincere effort and contact with various like minded political parties will bring more coalition partners and make NDA more stronger. India should be recovered from the cynical, sinking and stinking Congress led UPA rule. India needs to be regained by the NDA rule to make it more energetic, enthusiastic and vibrant.

Bangla Bachao Rally by BJP Kolkata unit was held yesterday



Following the recent unrest in West Bengal, the State B.J.P. has decided to observe “Bangla Bachao” from 14th April to 28th April throughout West Bengal to plead for restoration of peace. To start the campaign, a rally was organized by Calcutta District BJP on Sunday the 14th April at 4 P.M. from the State Office which was led by the State President Shri Rahul Sinha. The procession was end at Metro Channel.
"We have condemned the attack on chief minister and finance minister. But the attack on CM doesn't mean that Trinamool has the right to usher in violence in Bengal and vandalise the hallowed Presidency University," Shri Rahul Sinha, BJP state president, said.

HT reports: Social media may play decisive role in 2014 polls

Social media is likely to influence politics and elections in 160 of India’s 543 Parliament constituencies, making Facebook and Twitter users the nation’s newest voting bloc, a new study suggests.

In these mostly urbanizing constituencies, social-media usage is now “sufficiently widespread” to influence the outcome of a general election slated for 2014, the study by IRIS Knowledge Foundation and supported by the Internet and Mobile Association of India (IAMAI), indicates.
On April 4, Congress scion Rahul Gandhi’s high-profile address to the Confederation of Indian Industry, a leading business forum, was trending topmost on Twitter in India that day, some posts by rivals mocking him.
A series of lectures by Gujarat chief minister Narendra Modi, a presumptive PM, this week too garnered strong social-media attention, with his and Gandhi’s supporters competing online to run the other down.
A deeply polarizing figure still, Modi is often accused of watching over a carnage that killed nearly 2000 people in 2002, mostly Muslims. Yet, he has pulled off a stunning online strategy to showcase Gujarat as India’s Guandong, a south China province with top GDP rankings and investment.
Research shows that social media is more persuasive than television ads. Nearly 100 million Indians, or more than Germany’s population, use the Internet each day. Of this, 40 million have assured broadband, the ones most likely to have at least one social media account.
“Unlike Obama, who used social media directly for votes, Indian politicians have tended to use it more to mould public discourse,” says Sunil Abraham, the CEO of The Centre for Internet and Society.
That is likely to change in 2014. Not surprisingly, Modi became the third politician globally, a fter Obama and Australian PM Julia Gillard, to host a political conference on Google+ hangout. 
Chief ministers in states are also leveraging social media. Bihar has unveiled a re-branded campaign called, “Bihar ka haq” or Bihar’s Rightful Cause, on Facebook.
Social-media-impacted constituencies, according to the study, are those where Facebook users are more than the victory margin of the winner in the last Lok Sabha election, or where such users account for over 10% of the voting population.

Shri Narendra Modi in Kolkata: Vini,Vidi,Vici

Yesterday what Narendra Modi did at Kolkata can very well be summarised by the cliche "Vini,Vidi,Vici" (I came, I saw, I conquered). His oratory was unsurpassed; moreover he adopted a droll,easy style of speaking liberally laced with humour,reminiscent of Atal Bihari Vajpayee,instead of the power speaking he normally does. He floored the audience,won over the middle classes of Kolkata by his positive attitude,his mastery of facts and figures,his advocacy of the Gujarat model. I am sure a lot of people were mentally comparing him to the #BeehiveBuddhu - and there can really be no comparison. The success of his visit was more manifest from the fact that a bunch of his detractors - among them one @DEBKANCHAN - were frantically tweeting tales about why his statistics were not believable,how the joker Katju has reacted to him,etc. and finally,beating the tired old 2002 drum. In fact the exchange of tweets with these johnnies gave me an insight into how their minds work,which I shall deal with in another tweet. They are inimitable, and I shall not try to summarise them or point out highlights. But,once you listen to them,you will understand that the spin the media was trying to put on his speech,that he was extending an olive branch to Mamata is simply not true. All he did was to commiserate with Mamata for her task in undoing all the damage that the Left had done over 34 years; and to concur in Mamata's statement (made by other non-Congress CMs also) that the Central UPA government was discriminating against non-UPA state governments. These do not constitute an 'olive branch'.

Narendra Modi boosts BJP's morale in its weakest link

Kolkata, April 10: Narendra Modi, the poster boy of the BJP for the next Lok Sabha polls, boosted the morale of party workers in a state where they have been a weaker force traditionally.
The Gujarat chief minister greeted the supporters for the upcoming New Year and asked them to work so hard till the next New Year that the people of the state were compelled to hear what the BJP had to say in West Bengal. The party currently has no MLA in the state and just one MP in the form of Jaswant Singh.
He encouraged the party workers, saying a day will come when their hard work will pay off and the people of Bengal will attach more importance to the saffron party over the political power houses in the state. The Trinamool Congress (TMC), Left Front and the Congress are the main political players in the state. 
Modi addressed the party supporters at Mahajati Sadan, a venue which was fixed after the state government refused to make a bigger Netaji Indoor Stadium available for the occasion.
Although the state BJP criticised the TMC government for not allowing to organise the programme at Netaji Indoor, the Gujarat CM never said a word against the state government led by Mamata Banerjee. Rather, in the preceding speech before the state's industry captains, Modi was seen wooing Banerjee and trying to win over her in a common tirade against the Congress-led UPA government at the Centre.
Modi said earlier as a party worker, it was his duty to expamd the party's base and strengthen its organisation acroiss the nation but after taking over as the Gujarat chief minister, he has to spend more time in looking after his own state. He said still whenever he gets time to attend party workers ' meets in his own state, he asks his supporters not to look down upon other political parties for all parties have equal rights in a democracy.
According to party sources, it was a message for Banerjee who is often found targetting her opposition in the state. Coincidentally, it was on Tuesday when the state witnessed a violent retaliation by the TMC against the Left supporters after SFI protesters attacked Banerjee and some of her ministers in Delhi when they had gone to meet the Planning Commission authorities over the death of a young Left leader in police custody in Kolkata.
The SFI supporters expressed had their anger against Banerjee for she had refused to acknowledge the youth leader had died in police brutality and also termed it as a small and petty matter.
BJP workers also believed that Modi's statement was a reaction to the Banerjee administration's refusal to allow the Netaji Indoor Stadium to host the party meeting. Many BJP workers were seen standing outside Tuesday's venue because of scarcity of space, said a report published in Anandabazaar Patrika.

On this occasion Shri Sinha said “BJP has become largest party in our country in 33 years and when Shri Atal Bihari Vajpayee was become the first President of the party one senior leader said that he could be future Prime Minister of this country. So we have got the best Prime Minister of the BJP under leadership of Shri Vajpayee. The Party will form next Government in Delhi again, but still we have not able to make strong base in our home state West Bengal. So when we could do that it will be true respect of our founder and great leader Dr. Shyamaprasad Mukherjee.”

That the people in the State of West Bengal for the last few days has been witnessing the conflicts as aforesaid between the respondent no. 1 and 2 in the matter of holding Panchayet election 2013. Your petitioners believe that such controversy should be resolved for upholding the democracy and the constitutional scheme as has been provided in the Part IX of the Constitution of India. Unless this Hon’ble court the immediately intervenes the time bound Panchyet Election will not be held and democratic rights of the citizens will be at peril. That Article 243K(3) also recognizes the independent status of the State Election Commission. In the matter of conduct of elections, the government concerned shall have to render full assistance and cooperation to the State Election Commission and respect the latter’s assessment of needs in order to ensure that free and fair elections are conducted.

That it is amply evident that section 42 of the West Bengal Panchayet Elections Act, 2003 in effect curtailed the power of the State Election Commission to make notification for appointment of date or dates and hour or hours of poll for any election or bye election and thereby offend Article 243K(1) of the Constitution of India.

That it is crystal clear that the Constitutional scheme provides for primacy of State Election Commission over the State government in the matter of holding election whereas the Section 42 and 43 of the West Bengal Panchayet Elections Act, 2003 provides for the contrary.

OUR PRAYER

A declaration that Sections 42 and Section 43 of the West Bengal Panchayet Election Act, 2003 are violative of Article 243K(1) of the Constitution of India and therefore void ab initio, inoperative and accordingly be struck down.

A writ of and/or in the nature of mandamus commanding the respondent no. 2 to make the notification for appointment of the date or dates and hours of the poll for Panchayet Election in the State of West Bengal scheduled to be held in the year 2013 following the Article 243K(1) of the Constitution of India;

A writ of and/or in the nature of mandamus commanding the respondent no. 1to make available to the respondent no. 2 such staff as may be necessary for the holding of Panchayet election scheduled to the held on in the year 2013 following the Article 243K (3) of the Constitution of India.

WEST BENGAL PANCHAYAT ELECTIONS IMPASSE

BJP filed a separate appeal in the High court on poll dates.

While poll panel's appeal has sought dismissal of state government notification on Panchayat poll, BJP in its plea has asked fundamental question and appealed to struck down the rule in the West Bengal Panchayat Act that empowered the government to fix the dates.

"Article 42 of Panchayat Act says state can fix the poll dates. Article 43 of the same Act says if state election commission has objection the schedule, it should initiate consultation with state government.

Although these articles talk about consultation with state election commission, it is not clear." "The current government is shielding behind the faulty Act. We have filed a separate appeal asking this section of the Act to be declared unconstitutional," West Bengal state BJP president Rahul Sinha said.

Most of the states allow online submission (Chief election officer website) of your forms so you can scan your necessary documents and upload it directly. Things that you should know :

1) If you don't have a voter id card, apply it now and fill both form 001A and form 6.
2) If you already have a voter id card, to check whether your name is already registered in the Voter list, follow the below mentioned website of your respective state and search for your name in the voter list available online.
3) If you don't have your name listed in the voter list which is available online, Fill form 6 , you can submit this form online as well as submit in ERO (Electoral Registration Officers) office.

BJP Memorandum to the Hon'ble Governor West Bengal

Dear Sir,
You being the Constitutional Head of the State we would like to request your personal intervention to the recent incidents of dispute between the State Election Commission & Department of Panchayat, Government of West Bengal.

Sir, in the case of K. S. Tomar vs the Municipal Corporation of Ahmedabad, the five member Bench of Supreme Court of India’s ( 2006 Vol. VIII Page 352 ) verdict is clear that on the issue of Panchayat and Corporation Election the State Election Commission has the same power vide sec. 243(k), 243 (u) & 243 ZA (1) like the Election Commission of India by sec 324 of the Constitution of India. By which the State Election Commission will prepare voter list, conduct voting process independently. The State Govt. is bound to co-operate with the State Election Commission.

Sir, as per sec 243(3) of the Constitution of India, you will provide the required polling personnels for conducting the election. But the State Governments attitude, as reflected through their announcement is most undemocratic. The announcement shows the election to 14 districts on the first day, while rest 3 districts on the second day. Question arises, whether those three districts, namely Malda, Murshidabad and North Dinajpur are Maoist infested or are there any serious law and order problem or are there any deep rooted conspiracy?

Sir, the delimitation roaster was announced on 15.03.2013. But under West Bengal Panchayat Election Act & Rule, 2006, part 3 Rules 26, para No. 27(4) says that at least a 45 days gap is needed for conducting Panchayat Election. Which was not observed.

Sir, you are aware that during College Election at Garden Reach, an Officer of Kolkata Police was shot dead by ruling Party hooligans and the Government has to postpone all the College elections for six months as the Government feared that this detoriation of Law and Order is not managable by the State Police. If this Government is incapable of holding College Election, how can they dare to hold Panchayat election with these police force? Hence, Central Armed Force is needed for a free and fair Panchayat Election.

Sir, We demanded a 5 phase election but conceded to State Election Commission’s 3 phase proposal. We demanded sufficient Central Armed Force in each booth. We demanded separate window in each DM/ SDO Office, if there are incidents of forcible repulsion of aspiring candidates at BDO offices, we demanded issuance of provisional SC/ST/OBC certificates, as were given earlier and which, for some unknown reason been blocked this year.

Sir, you being the constitutional head of this state, we request you to save our State from blood bath and to hold a free and fair Panchayat election.

About IT Cell
The Information Technology (IT) Cell was formed in 2009 under the leadership of Sri Rahul Sinha, President of BJP West Bengal. Sri Manas Ghosh was appointed as the first Convener of BJP West Bengal IT Cell. But later IT Cell has started it’s function in 2010 with social networking activities and group meeting has been started in 2012.

Canning Riots: A BJP delegation visited effected areas

After Riots at Naliakhali village, Canning, South 24 Parganas: A BJP delegation led by National Executive member Sri Tathagata Roy, State Yuva Morcha President Amitava Roy and other state leaders and supporters visited the violence hit areas on 20th March 2013.
Latter accompanied by Sri Tathagata Roy and others Sri Manimohan Mandal lodged an FIR at the Canning PS. Another 5 FIRs were also lodged by other suffers simultaneously. Sri Tathagata Roy while speaking with Shri Krishanu Mitra said, “The fact that the body of the muslim cleric was spotted around 6AM and by 7AM truckload of muslim mob started reaching Naliakhali area from far-flung areas and selectively attacked Hindu dwellings, itself proves that there has been a deep-rooted conspiracy behind this riots.” Though the SDPO Biswajit Mahato and one CI Sri Pande accompanied the BJP delegation throughout but when asked specific question by this correspondent over outpouring of sentiments against the police and the allegation of inaction and connivance, both the officers refused to make any comments.
